Proposal to Streamline Environmental Permissions for Mineral Exploration

Exempting permissions significantly weakens Ontario's oversight over activities that directly affect water quality, ecosystems, and community health. These exemptions reduce the government's ability to assess cumulative impacts, monitor compliance, and enforce safeguards. Streamlining in this manner creates regulatory blind spots at a time when stronger environmental governance is essential to climate resilience.

Policy summary

What changed

In an effort to 'modernize' Ontario's environmental permission processes to advance mineral exploration and development projects, the proposal exempts proponents from having to obtain environmental permissions from the Ministry of Envrionment, Conservation and Parks. This exemption would apply to certain 'low-risk early exploration' activities and aspects of advanced exploration projects, while maintaining environmental protections. This includes but is not limited to: sewage works and certain water-taking activities.
